Assistant Manager, Permits and Licenses
JOB DESCRIPTION
The assistant Manager of Permits & Licensing is responsible to support in handling all permit and license related matters for subsea cable projects. Will play one of the critical role in strengthening the connectivity business and work closely with his/her manager, internal and external stakeholders to ensure that regulatory requirements are managed effectively in timely manner.
While being a team player, the incumbent will also support his/her Manager or the team lead to coordinate, monitor and track the permit application submission and see through the permit acquisition completion which includes but not limited to, working closely with the authorities, customers, partners, consultants, suppliers, and seamlessly working with both internal and external stakeholders to ensure that the project is completed on time, to the right quality, on time and within budget. The incumbent will be based in Singapore but may be required to travel overseas for work as required.
- Have good understanding on project deliverables and timeline
- Support to develop and map out the permit and license required on each phase of the project/ countries of operation with reference to Supplier Plan of Work
- Ensure and track application/approval of the necessary permit and license before the commencement of such marine and terrestrial activities
- Manage all permits and licenses, closely monitoring on the application and identify any probable risk and issues that may impact on the progress of the project and operations in the relevant countries. Key critical countries include Singapore, Indonesia, Philippines and USA
- Work closely with project stakeholders and support to provide regular update on the management of the permit and licenses
- Support manager in liaison with the government agencies (eg. IMDA, SLA, MPA) in relation to permit and licensing matters
- Ensure compliance with relevant permitting and licensing laws and regulations
- Monitor, follow up and document any requirements from authorities during planning, implementation and operational phase.
JOB REQUIREMENTS
- Diploma/Degree in telecommunications or other relevant fields
- Working experience in Submarine cable systems is advantage
- Minimum 5-10 years of relevant experience in the coordinating with permitting regulators for Marine and Land Submarine route utilization
- Experience or have some knowledge on the permitting processes to manage permit acquisition in Singapore and international water of telecommunication submarine cable sea corridors.
- Have good knowledge of Asia’s Telecommunications, Submarine Cable System and Data Centre industry
- Understanding of commercial & financial processes (invoicing, approvals etc)
- Leadership quality and good communication skills
- Strong Administration skills and problem-solving mindset
- Be thorough and pay attention to details in permitting document and cable crossing agreements
- Able to work well with others and have good customer service skills
- Able to travel within the Asia Region and globally in short notice.

Assistant Manager, Terrestrial Networks – Fronthaul & BackhaulJOB DESCRIPTION
Providing critical infrastructure and services for renewables, clean energy, decarbonisation, sustainable urban renewal, and digital connectivity.
The selected candidate will be reporting to Head of Terrestrial Networks of business unit which builds Submarine Cable projects. Will play one of the critical role in strengthening the connectivity business. The incumbent will work closely with our internal and external stakeholders to manage the development of the design, construction, and operation of fronthaul and backhaul infrastructure in Singapore and international. The incumbent shall support the team lead to source & negotiate for local and international capacity, in-country last mile access & dark fiber and data center colocation, covering ASEAN countries & India sub-continent and the USA; and monitor suppliers’ performance, negotiate MSA ensure committed deliverables as per MSA is achieved & host monthly supplier performance review & rate their performance.
While being a team player, the incumbent will also support the Manager or your team lead to overseeing the construction and commissioning of the project to the handover of the project to the Operations team and end user/tenant, which includes but not limited to, working closely with the authorities, consultants, contractors and suppliers, and seamlessly working with both internal and external stakeholders to ensure that the project is completed safely, to the right quality, on time and within budget.
The incumbent will be based in Singapore but may be required to travel overseas for work as required.
- Support the lead in cost saving initiatives, conduct Continuous Improvement (CI) exercise, rollout HQ Source-to-Contract & Procure-to-Pay process across APAC region.
- Actively participate and contribute to infra network design/planning build with stakeholders (Engineering, Product, Regulatory), identify best practice to improve efficiency & enhance infra network reliability.
- Provide support in Design, source & project manage Dark Fiber network deployment in Singapore, Philippines & India and USA connecting Cable Landing Station & POP/Data Center.
- Support Keppel’s network integration, MSA/agreements & rate standardization and legal entity rationalization.
- Assist in rolling out and implementing new fronthaul/backhaul plant infrastructure
- Maintain and provide support to ensure the operationality of fronthaul/backhaul outside plant
- Manage customer with top priority
- Supervise contractors onsite during survey and implementation
- Work closely with the Safety Manager to ensure all construction safety requirements are met and strictly adhere to
- Manage and execute other duties and responsibilities from time to time that are assigned by Head of Terrestrial Networks.
JOB REQUIREMENTS
- Diploma/Degree in Project Management or Engineering field
- Minimum 5-10 years of relevant experience in the Project Management of fronthaul/backhaul terrestrial infrastructure
- Experience in managing and handling contractors and consultants
- Have some knowledge of Asia’s Telecommunications, Submarine Cable System and Data Centre industry
- Clear understanding of commercial & financial processes (invoicing, approvals etc)
- Able to work well with others and have good customer service skills
- Characteristics needed to perform in the job role
- Be passionate of his/her role and willing to learn and grow.
